Replace the states this workspace adds

Replaces the states this workspace ADDS to the statutory seven for commercial financing disclosures. The seven (CA, NY, UT, VA, GA, FL, CT) cannot be edited or removed — naming one is a 400 saying so — and an empty list leaves them in place.
