The signed-in person's OWN app preferences — the desktop's saved arrangements and settings, each a namespaced key (setting:theme, table:leads) over a JSON value this service stores opaquely and never reads. ?prefix= narrows to one namespace. Only the caller's rows are reachable; the workspace-wide defaults under the same keys are get_workspace_preferences, and a grid's typed column layout is get_table-preferences.
