POST/v1/accounting/payouts/{id}/approve

Approve a payout

Approves a payout request: the status becomes approved and the decider and the moment are stamped. The admin seat. Nobody may decide their own request — that is in the UPDATE's WHERE, so approving your own reads as a not-found. Approving does not move any money; recording that it moved is post_accounting_payouts_id_paid.
