/v1/definitions/{key}/credit-memos/{id}/transitionCreate definitions key credit-memos id transition
Moves one credit memo by naming the act: submit (draft to in_review), approve or reject (in_review onward), with notes, and a reason that a rejection must carry. It is NOT a second state machine — each leg calls the same move the standalone credit-memo routes call. The seat is decided inside: a member who reached the deal's underwriting tab may submit, and is refused on approve and reject, which need the ledger's approver seat. Deals page only.
