# List the heartbeat's proposed actions for a record

What the heartbeat is still waiting on a PERSON for on one record, newest first, beside the vocabulary of action kinds so a caller can label one without keeping its own copy. Waiting means planned AND due — an item somebody deferred to a date is undecided but not being asked about, and stays out until that date passes. `limit` defaults to 50 and is capped at 200. Any record page; reading is any seat's, applying one is the admin's on its own route.
